Well if issue 1 passes August 8th, it’s not going to matter. It makes it damn near impossible to change anything as constitutional changes will require more than a simple majority, and if I recall correctly, if 2 counties vote against it, it’s blocked. There are counties with 4 digit populations in Ohio.
