I did not yet fully understand this proposal in its current state, since there are lot of different possibilities to tag sidewalks, footpathes etc.

Being in the auto-centric US, I’ve never seen such a thing. But it seems like a sensible proposal.
I usually map these with a bare node - you could also use crossing=unmarked. I honestly don’t think a new tag is necessary.
