Most are terrified of their constituents. If there are mass protests and people pressuring constantly they will listen even if this vote was unconditional.

And sure, in most situations, starting with diplomacy is the sane thing to do. But sometimes words aren’t gonna work. Dealing with Hitler would have ended up with gunfire no matter the specifics.
