China is pro-business, nothing wrong with it. The problem comes when pro-business is used as a dogwhistle for pro-looters.

Li Qiang is pro-business in the same sense that Xi Jinping is pro-business.
Yes, he is extremely pro-capitalist and is a known opportunist who has advocated for less nationalization, less regulation, and more “free market principles”.
Foreign corporations love him and Xi keeps him on a very short leash.
Why would Xi put him in such a high position then?
He is still a decently good statesmen, and Xi still needs to pander to foreign capital to build the Chinese economy. He can’t just press the Gommunism Button.
