All six board members that oversee the national historic landmark were terminated, part of the administration’s efforts to reshape the federal bureaucracy.
This is potentially an effort to create a ‘network state’ city on the former military base.

Potentially an effort to do what now? I didn’t see any of this potentiality alluded to in the article. I would have assumed it was just outright grift, where he would be trying to give the land away to some crony or another.
