Biometric data is generally fingerprints, facial recognition, iris scans. It’s used to uniquely identify users. This has the upside of preventing false identities and double dipping in benefits. Other effects (good or bad depends on perspective) is surveillance and control, which would allow Modi to further suppress political opponents and make it easier to stay in power.
