I admit that I’ve never really understood why Arwen would have to choose mortality to be with Aragorn, but isn’t it the case that she can only make that decision because her father is half elven?

She had to choose because she was Halfelf like her father. She chose a mortal life because she wanted to be with Aragorn who’d eventually die and she couldn’t bear that loss’s pain for eternity.

I see so she didn’t technically have to choose mortality. It’s been a while since I’ve read the books, but I’m guessing movie Elrond misled me into thinking that way.

Movie elrond misled in a lot of ways, such as telling the audience that Aragorn was hesitant to become king.

They are still awesome movies :)
