I am from Wales and I’ve seen slightly similar things although to a lesser extent. I think it’s due to the language being at actual risk of erasure or at least in Quebec’s case, local erasure.

Basically anything government led needs to be in Welsh first in Wales, and many independent locations follow suit. I’m sure it’s at a policy level because it’s in every supermarket and basically every else. It was also taught so much in school that it took a significant chunk out of the rest of the curriculum.

Growing up I hated it, but the language would have truly died out of not for these enormous efforts to normalise it, and it’s nice how it encourages a level of bilingualism that wouldn’t exist otherwise, especially with the measured benefits to general cognitive improvements of bilingualism.
