That just sounds completely tech illiterate. A UPS is just a battery. There’s no integration with the actual electronics of a computer. This is just technobabble.
I mean I don’t think either of us actually know that for these particular voting machines. There absolutely plenty of UPS systems where the system is in constant communication with its UPS.
That would actually be easy to overlook in a large data center too. Those are not just batteries. There are at least some controls in it to report to monitoring and also to make all that abnoxious noise.

If the UPS monitoring is plugged in via USB that’s all the attack vector needed. Good chance they had ethernet as well.
