    Picard was hot shit, but mostly because of the plot. Does a showrunner write everything?

      The showrunner is in charge of production, including the writers room. Matalas was co-showrunner of season two, and sole showrunner of season three.

      No, they just keep the overall vision on track. They are an executive producer who can overrule pretty much everyone else on set for the sake of the vision and the budget.
