So does this mean the downvotes I see on blahaj are exactly the number of downvotes from all the users in instances that allow downvotes which my instance federates with?

I think from the tests I did here with 2 people (from different instances) the downvotes are from any instance that federates with mine (though still not 100% sure).
I asked above to downvote me from their non-mander.xyz instance and I can see 2 downvotes.
As far as I understand it, blahaj has downvotes disabled, but since Lemmy is federated and other instances don’t, they can still downvote.
