Yeah. The people in charge love finding other people to blame for their own ineptitude, none of the government’s people will ever willingly accept responsibility for their own actions. Russia is the latest high-level scape goat, but the same shit has been going on for a while and in every level.
Personal anectode: some time ago (probably like 5-10 years now) my city’s council greenlighted the building of a “mega mall” right outside the city’s center. The same kind of malls can be found outside other cities, so it wasn’t anything new per se. But the problem was that building such a central shopping hub into new premises outside the city would inevitably lead to most franchaises moving their stores there, and this in turn would suck the commercial life out from the city center. I was working as a bartender some time after when the mall was created and most (chain-)stores had relocated there. An older gentleman was the only customer, and we happened to talk about this issue when he mentioned he had been there at the city council arguing against the mall, citing studies on how a small city such as ours couldn’t survive a development such as this. Obviously they didn’t care, and greenlighted that shit anyway. Why would they care? They won’t face any of the problems, and due to the culture of shifting the blame inherent in all our systems, none of them will face any serious reprecussions over the problems their decisions cause for normal folks (not even talking about low-income or otherwise marginalized folks).
The bourgeois democracy will only ever produce bad leaders. Otherwise they wouldn’t bother with bourgeois democracy.

I don’t think so? Wiktionary confirms lavatory can mean (among other things) a sink or a toilet, or the room containing them. Coming from a UK newspaper I think it is safe to assume they do mean the actual toilet in this case. (edit: here is the article the tweet is about)
