No, they were CIA funded and created by the pro-Bermúdez factions of the Peruvian Army and Navy to sabotage the goverment of SocDem Alan Garcia, because Garcia had good relations with the Soviet Union and the Eastern Bloc before he went full Neolib. In the later 1980s and 1990s they were attacking the Communist Túpac Amaru Revolutionary Movement and they went as far as to bomb the embassy of North Korea and the Soviet Union in Lima.

Peru is the second most conservative country in South America, the only people who care about LGBTQ+ people is the Juntos Por Peru Party and Veronika’s faction within that. Even though their coalition is composed of Far-Left Conservatives, though these conservatives said that being gay or trans isn’t an issue as long as you are Anti-Fujimori and Anti-Neoliberal.
