Yes, the plan would have that compensation included somehow, to the workers who earn it or to the universal healthcare plan. No, others demanded that insurance remain in the system and not allow price negotiations, making it cost more than everyone in one pool. Expanded Medicaid has improved lives and better health outcomes where it was adopted if anyone cares to look.
