The [Germany] Stack must be advanced in close cooperation with European partner countries and the EU. Instead of national go-it-alone approaches and silo stacks, we need Free Software solutions that are interoperable across Europe.
Well then how about not calling it Germany Stack??
I mean its been a meme for long that the EU supports mostly German interests.
Alternatively, you just always call it [country] stack, allowing right wing politicians all over Europe to feel good about pushing it while at the same time having a properly open and interoperable European infrastructure. When they realise that the Spain stack is the same as the France framework and the Lithuania library, it’s already too late.
