In the USA you are not legally considered “unemployed” unless you are searching for a job. https://www.bls.gov/cps/definitions.htm#unemployed Maybe you are legally unemployed in other countries but the U.S. does not consider you part of the statistics otherwise. So that “unemployment rate” doesn’t include you in it (if you’re in the U.S.).
