I think this is more a sign of the entire US apparatus just crumbling, they can no longer project the global power they once held, but there is still a world of difference between “the empire is no longer as powerful as it was at its peak” and “the empire has collapsed.”

The British Empire has been in decline for a century, is only a shadow of what it was before the world wars and yet is still a major nuclear power that is engaged in imperialist projects all over the globe, and not only as an accomplice to the US.
